Previously, theyd push to the top the advertiser who was paying the most, based on the actual CPC. Now, they promote the ad with the highest potential CPC. In other words, if you bid up to $3.00, but only wind up paying 25 cents, youll be ranked higher than someone who is paying 30 cents, if that person has only bid up to $2.00.
